Yes power off, no power on while testing in diode or ohm mode.

L801 is transformer for PFC. Doubt if it's bad. Doubt if you could find one anyway. If your chip is bad, you need to check the fet it drives for short.

Set the meter to diode mode, if you get 000 or close to it it's short, might want to also check those caps for low ohms, expect over 100 ohms on each with meter set to 200 ohms setting, measured the same way with one meter probe on each end.

Can you please tell me what settings to go to, on a multimeter with no beep, to determine whether one of these is faulty or not.

I have a panel that I am advised has/maybe a similar edge board fault, but I do not know how to test it?

Many thanks, and well done on your repair.

although your picture shows "vertical lining"... it isn't a good method to resolving issues. Get a input of a "standard test pattern" ... color bars or equivalent that is not to busy. this will do two things... provide a test of the frequencies / voltages involved in the signal along with using a signal that is not generated within the main board which may or may not have an issue.

Did you try cleaning and re-seatings the cables between the LCD panel and the T-CON, same for the LVDS cable.
BTW, is this the original T-CON or the replacement T-CON? You have 2 T-CON so do they react the same way?
All the board mounting screws are tightened?

any thoughts on this issue or should I just start testing all the resistors and caps again on the tab panel?

Very nice driver board repair, this would have made a good youtube video, if more people knew how to fix their driver boards we could save a whole lot of them from the landfills.

Glad to hear that it is simple cap, you now also know how to go about troubleshooting the problem.
BTW, MLCC failure mode is shorted circuit.
Part suppliers: MOUSER, DIGIKEY, EBAY, misc. spare boards.

    wahhhh whhooo see the pictures..
The screen shot is with the origional t-con board that was able to withstand the short of the 10uF cap on the tab board. So this TV found in the alley was fixed for 50 cents and the help from this board. The cap is on order and will be here in a few days. Soldering was simple short is gone due to bad cap. Tv will be given to my Mr Know-it-all teenage son whom will continue to waste his life away on video games. Much thanks to all..

So I would like to know where you guys get your supplies for repair. let me know.

Is the shorted cap connected in parallel with other caps? Most of the time they are to get more capacitance , if it is then you can fire up for testing.
BTW, those MLCC my be handled with care removing/reinstalling, they cracked easily and shorted out.

What do you guys think Im at 30uF of a total of 35uF of capacitance. Do you think harm could be done with firing up the tv with that one cap off the board as I wait for my order to come in.. and BTW where do you guys get your supplies from. I use the usual ebay and amazon and would you mouser more but they have soooooo much there its kinda more difficult to find the exact part.. Let me know your thoughts..
Thanks again and I'll post some good picts by tonight..

update c192 is a confirmed short on the tab bonding board. and these are not 35uF but 10uF caps

Vizio e601i-A3 - Has Sound and Display, But No Backlight - Bad Power Supply Board or Bad LED Bulbs ?
    by Tynan Dill
I was given this TV from my great uncle. He said it just wouldn't turn on one day out of nowhere, replaced the TV, and gave it to me to possibly fix and use for myself.

Upon bringing it home and plugging it up, it showed a standby light.

I powered it on and without a flashlight, the display showed the "V" but the lighting is very dim, but visible.

The screen seems to blackout and stay black, but with a flashlight I can see the display.

With my Playstation 4 connected via HDMI, and running a game I can hear sound.

    Assuming...

    Vizio M65-C1
    by mrtek
    Hi.

picked up another TV. This time is a Vizio M65-C1. TV does not turn on. I had repaired another 60 inch vizio , Bad main board.
When power button is pressed, the Power led indicator on the bottom right, turns for a few seconds and then it fades away. No backlight or Vizio logo on screen. Removed back cover and repeated test.
This is the TV This TV is a little different from the Samsung I have worked on. Power supply is on the Left side, Main Bd is on the right side, T-CON , not in the picture is on the bottom. I am assuming that the boards in the middle are the LED...

Vizio M65Q7-H1 Red Vertical Strips fixed by tape blocking LC1 signal to half of the panel

    Failure Symptom

No picture, just red vertical stripes. Google search shows quite common problem for these recent Vizio M series although red vertical stripe pattern may differ. Some call it "Netflix" boot screen haha.

    Where is the short?

Panel has 4x buffer boards. Quickly found the 1/4 panel buffer board with the problem by selectively disconnecting buffer board flex cables.

Having recently fixed another Vizio with similar symptoms that was a shorted ESD diode array ( link ) Probed the ESD diode array but...

Vizio SmartCast TV software bug that looks like hardware
    by howardc64
Bug looks like hardware so thought I posted it here. Exact same behavior on 2 different model 4K Vizio TVs running their SmartCast smarttv software. After launching youtube app, press vizio button on remote to return to the smarttv menu, once in awhile, a column of bad pixels will show for few seconds on the left hand side.

It seems the vizio software is reinitializing hardware when returning to the smarttv menu. In general, SmartCast software isn't very good. Also will randomly (relatively infrequent) get no network connection when on wifi and require reboot....
