I don't meant to offend anyone. or challenge their ability or knowledge as rightly said by budm "I haven't seen much LCD Panels" as i am just a beginner in this field and doing this much as a Hobbyist rather than a Technician so some of my queries do sound like a noob.
Anyways if i could have dismantle the panel, though it was more risky, i don't think that i might have a luck to find that Obsolete Model integrated T-Con in my local market, so i Re-packed it and return it to the the client.but want to thank you all for help especially Davi.p

It is the T-CON/tab bonding board, you can see the SMD fuse FP1 (UD printed on top) and the 12V feeding it. If you do not believe it then there is nothing I/we can do to help. You may have not seen many LCD panels as we have here at badcaps to know what we are talking about.
You can also see the LVDS signals RX0, Rx1, .....
    https://www.badcaps.net/forum/attach...0&d=1511171980
BTW, look up the spec sheet of that LCD panel and you will see what we are talking about.
Once you open it up, look for corrosion as suggested also.

Though the external T-Con Bds are about 3"X4". The integrated T-Con Bds are about 3/4"X20" when they are built as part of the Panel. Ant LCD Tv MUST have a T-Con Bd for us to intelligibly see a picture.

T-con is integrated into the panel, these panel with Tab bonding/T-con board on the bottom edge get damaged by the cleaning fluid that drips down on to the board and eats away traces and causes corrosion.

Where is the T-Con???, I Could Have Easily Damaged those CFL's

@budm:- Yes Tab boding boards are on the bottom edge of the screen.
Conclusion:- I think its a panel fault & T-con is built in MainBoard.

tiku i've already searched Italian forum, no threads for your issue apart the one that have no conclusion. There's a video where you see that video come away by shaking it and remain for an instant a video similar to your first picture. So maybe them are unfortunately tab bonds problem. Open the screen and search the one that pressed restores the video.

Check the LVDS differential pairs with the oscilloscope and turn the OSD menu on and off all the time, while probing the LVDS. If there is video coming out of the main board, you will see the difference on he scope while the OSD is on and off. That will determent if you got a main board or a TCon problem.

I've seen a similar issue on italian forum, have you disconnected - cleaned - reconnected the flat cable?

Are you 100% sure that there is T-Con inside, so i dis-assemble it completely, because panasonic TH-L32C30 SERIES also dont have T-cons.
