Is it possible to put together a list of the components you've already replaced, including capacitors ? I'm mostly interested in the small caps on the primary.

The rule of thumb when you're at wits' end and can't seem to get a power supply to turn on for the life of you is to replace every small cap on the primary...this is getting silly already Once you've got one going, the next time you get a similar supply with the same fault you'll know exactly where to look.

The primary side of the power supply is the HOT side correct?

What DCV do you have on the PFC IC controller IC1401 (HPA00651DR/UCC28060) pin 2, 7, and 8 with ref. to primary circuit GND (negative leg of the main cap).
I suspect bad resistor networks R1425~1428_R1429, R1430~1433_R1407_1408, R1401~1404_R1405.

Thanks for everyones help on this, but I have finally threw in the towel on this one and sourced a power supply and installed it and the set is working fine now. I did learn a lot though that will help me with other repairs and I thank you all for that. Cheers.
