Almost impossible to replace one of those chips yourself unless you have done it before, I would get a pro to do it, or get a new board.

i shorted pins 3&4 and now i get a good test pattern but tv continues to reboot.
at first i shorted pins 3& 4 on the top right because i did not see the picture till sign in, hope that didnt cause any harm , might need a new on now.
possibly a bad bga , might just try to reflow or how to reset eprom
You can't directly use 60" board in 51" set because the 60" uses different drive waveforms (Yrr and Yfr, ER, etc.) But you could try swapping the flash memory between the 51" and 60" boards, it's the small 8 pin device usually.

BTW for what it is worth I was playing with a D450 samsung plasma 43" 720p set and I got some interesting debug info out of the UART port including fault states, runtimes, power levels, etc. May be worth looking at your board to see if that is possible.

a better pic than i can take of the main board is a couple post up , if you open it you can expand it really big.
i get no Samsung logo so it makes me lean towards bga issue or a power surge hit the tv and took out the eprom.

I can understand not accepting orders but blocking access seems an odd thing to do.
I use "anonymoX" which will allow me access.
there is set of holes and the ones next to winbond says uart.
the one's next to the atmlh831 says h reset and eprom ground but im not sure witch hole's are witch.
i tried continuity checker but i got something mind boggling!
hole 1 & 2 are na ,pins 7 & 8 go to hole 3 & gnd, hole 4 is na, hole 5 goes to ground and to pin 7 but not 8, 7& 8,1-4 go to hdmi ground , ground goes to pin 1-4
i'm thinking possibly a shorted eprom or circuit so i dont think reset will fix it now.
if i replace it i will have to program it and nedd to fin the program.
when i shorted pins 5&6 i did not power the set up .
i don't think the guy in the video i posted earlier knew what he was doing.
when i was reading unbricking a tv by eprom reset page it says to power on and hold for 20 seconds
i did not power up because that is what the guy did in the video with no success !
he did get the service menu to work but i don't have the original remote but one from a lcd that i am going to try.
the remote works for power on and off unlike the actual power button.
i tried info , menu, mute ,power then mute,1,8,2,power with no luck!
the smart remote is way different any may be another sequence.
How to hard reset eprom
For resetting TV, settings, you needed to remove SoC EEPROM device from TV. But it's not required. In electronic world, if you disable communication of the chip, it counts as removed. So we just needed to kill communication of SoC EEPROM. EEPROMs on Samsung TV's communicating via common i2c protocol. That protocol carries data via SDA line and send clocks via SCL line. In our situation, both blocking SCL or SDA will works. But I decide SDA.
To do this, all you have to do that feeding (connecting) GND (ground) or VCC (3.3v) to SDA line with little wire... That's all. Since this lines are HIGH (v3.3) in IDLE, its better to hold it via VCC. You can also hold this lines via GND too. But don't try to connect both GND and VCC. It will be short circuit and probably will damage your board.
Join VCC and SDA, power on TV and hold about for 20 seconds with the TV powered. It just try to read (wrong) settings from EEPROM, since it cannot read anything (refer to the warning message bellow), just start with defaults. That is what we want. Than releasing SDA line and shutting TV off will update the settings on EEPROM with null values, that TV could boot with it. After all, you can enter service menu and change the required changes.

after poking around to find abnormality's i found that there is a corrsion / white substance that was bridging connections on the atmlh eprom, scraping it away did not fix all the pins to ground. i really think i have a shorted eprom or circut and my next step would be to pull it off to test,the solder joints look bad anyways.
Normal for several pins on that device to be at ground.
Worth checking CN9999 next to the processor on the left. Might be a test pattern jumper. Try jumpering it with a 100 ohm resistor (just in case it's not this will limit current).

Most likely culprit is corrupted memory .. not shorted parts, very very rare.
Corrupted flash memory because it wears out over time and if you don't have the firmware nothing you can do about it.
Other problems do happen but 99% of the time it's corrupted flash.
