        My experience with this TV (Insignia NS-46E340A13):
        1. Color (using default factory settings) could be better - much improved (but still not great) by installing firmware update 2.05.
        2. Power on problems / won't power on at all - solved by replacing U403, the EPROM on the Main Board. Replacement EPROM costs about $20 on eBay. Instructables.com has a good tutorial on this titled "How to Repair Dead Mainboard on INSIGNIA LED TV NS-46e3401a13."

          Insignia NS-46E340A13 TV.

          The TV reboots and power cycles continuously.

          Power board: 715G5173-P02-W21-002M / (T)CR248XF3
          Main board: 715G5738-MOD-000-004K / (T)TXCCB0K090000TOP:A MB:A v2.02

          Upon applying AC power, the unit turns ON completely by itself
          The back-lights turn ON
          The TV power cycles itself (power LED blinks 3x times, the back lights turn on, the Insignia logo shows up, back lights turn off, and the process repeats) Tv stays ON for maybe 40 seconds and reboots forever regardless of time for warming up.
          Voltages observed on connector CN902)power boards PSU : are as follows (as observed from top to bottom with the board is installed): pic included

          CN902: (Volts)
          ON/OFF 4.5
          DIM 2.3
          12V 12.30
          12v 12.30
          GND 0
          GND 0
          GND 0
          24V 25.00
          24V 25.00
          PS_ON 5.0
          5.2V 5.0
          5.2V 5.0
          P_OK 0

          Voltage across the main caps are : 385V

          NO bulging ,no electrolyte spillage, looked with magnifying glass just in case since they can bulge from the bottom as well.
          No discolorations due to spillage of electrolyte OR over heating

          The fuses on the power board are good; same with the T-con fuse.
          Tried disconnecting the Power button board ( which appears useless) and the Tcon to isolate the issue and does the exact something .

          Thoughts

                    When the TV power cycle by itself, does PS-ON Voltage also swing up and down in sync with the power cycle?

                      THX for trying to help. All voltages seemed present. so it turns out its 100% the bios.

                      Note: Changing a bios chip isnt like a screw you kinda need to know what your doing and avoid destroying traces.
