This is a strange tv. It will not power on when pressing the power button. It gives me 7 flashes of the standby light then cycles the 7 flashes again and again. If i leave the tv plugged in it will turn on after a while all on its own. When it does turn on, the menus on the screen are missing any text. when looking at the video on the screen it seems to be slightly blurry. Any thoughts on what is going on? I have tried to find a service manual with no luck so far. Any kind of help would be appreciated.

can you post some pictures please when the tv is ON.
next step you have to take the tv apart and check visually if you have some bulging caps on power supply.

There are no bulging caps. I have tested the voltages running from the power board to the main boards. CN901.

sorry the tv does not have a base and i was holding tv upside-down.

once tv decides to turn itself on without me doing anything theses are the voltages for cn901.

One of the pictures above is the connector in question. Whats in the picture is all i have. Ive been looking for a service manual with no luck.

no. it is not powering on. no image with flashlight. when it decides to turn on then i get image and sound but the menus have no test in them just graphics.

You seem to have your ps_on but you lose your backlight signal. With your other problems sounds maybe like eeprom

On main board U403 is eeprom. Probably under metal shield. You could try freezing it with air duster upside down and see if it comes on.

you can try heating/cooling the main board to see if the missing signals come back when in fault mode, or force the fault on when it is working.
