You need to just replace that 1A fuse, it is common failure in CMO INVERTER board, that little fuse just could not handle the inrush current.

1.) Which fuse would I order off of DigiKey? Any recommendations?

2.) Any advice on surface mount soldering?

Get the caliber and measure the dimensions of the fuse and look for SMD 1A, 50V or more based on the dimension of that fuse.
