Tv wont turn on Samsung 32" LN32C450E1D

Initially I tried the power button and nothing happened, so i tried renote and the red led will light up when i press the power button on the remote but the screen wont turn on. I checked CM852 and verified I was getting 24 volts. Side note when I unplugged power circuit board from main, the screen did turn on but when other circuit board is connected I can't get it to turn on.

pictures of the whole back side and a pic of main and ps.

if you are getting voltages and back lights with main disconnected, then it looks like your main has a fault.

voltage readings from the ps to the main in standby and when powered on thanks.

The main board is not sending the BL-ON (Backlights ON) and the dimmings signals.

I'm still a bit new to this I looked at the diagram and am having trouble figuring out what to test/ replace next

Right now your main board is not sending the signals so that is the place you have to look.
Look at the diagram to see where the BL-ON is generating from, it is not going to be easy.
You can also do the power supply force on to make sure that the backlights circuit and the power supply is working.
