this may not show anything up, but could you do a resistance check on each pin (to chassis ground) of the connector that i have highlighted. no power applied. just take note that there is an earth wire in this loom, so one pin will have low ohms.

I just notice that it is one of those LCD panel with tab bonding board on the bottom edge of the LCD panel that usually gets damaged by cleaning fluid.
I would to see good straight shot pictures of the T-CON, there may be some Voltage test points that you need to check such as VGH, VGL, VDD, etc.

Pretty blur to me. Hard for me to see all the test point.

In this one I can see one test point; 1.5V

You need to look for more test points and test the Voltages.

Yeah...here are some more. near the 1.5v there is a 1.2v if you saw that one?

One of these I circled point in red that i could see. The one that says 12v not sure if it's 12v of something else.

Let me know how these look.

I cannot really going into details since I do not have the board in front of me to really see all the test points.
If the board is not too expensive I would take a chance of replacing it.

You will need an oscilloscope to look at the clock, LVDS signals, etc. to see if the main board is sending them to the T-CON or not.

Checked the 5V, 1.2V, 1.5V and found a 12v. All read correctly.

VST, VCOM1, VCOM2 can you tell me if the point i marked are correct for each, looks like there are 4 points in that area. Looks like there is also an FL point.

You have them marked correctly.
The main test points I am looking for are the VGH, VGL, VDD which I cannot see on your board.
