The IC pinout does not match what is shown in the schematic that was attached for the power board.
However with the black meter probe on the negative leg of C102 carefully measure the DC voltages on all the pins of U101 very carefully so that the probe does not slip.
Attached is an IC (not yours) showing how the pin number are orientated.

With the set powered off can you check the resistance between
Pins 14 & 15 =
Pins 14 & 16 =
Pins 15 & 16 =

Those resistance appear to be OK. Without a schematic for this power supply I'm stuck.

The supply voltage to the IC appears to be within spec at 11.5V but I am surprised that the high voltage supply to Pin 14 is only 131V and I would have thought it would be 332V as per post #16

I guess I have reached the end since I can't seem to locate any schematics for the PS.
Thank you all anyway. This wasn't so much a need for a television but more a desire to learn.

If you want to learn I would be checking all smd components around the controller as I believe one of those may be your problem.

Pretty much check all components with multimeter. Ones marked R are resistors c capacitors, D diodes. Charts on internet to tell you how to read resistor codes. If you really want to learn.

Is it possible to test diodes or capacitors without removing from circuit?

Depends if you get a good reading there ok. If you get a bad reading then you need to remove and check them out of circuit. There are lots of youtube videos on checking components.

If anyone has this TV before you do anything test the fuses on the inverter board! This TV is known to blown fuses on the inverter board. But also this could be a sign the inverter board is bad. If you replace the fuse and it blows again then most likely the inverter boards needs to be repaired. Look at the underside for burn marks and that may tell you which part has failed. I just fix this TV by replacing the inverter board, good thing I had one. I first tried replacing the fuse but it blew the instant I plugged the TV in. So now I am going to try and repair the inverter board since the cheapest one I can find on eBay is $80.00

I found IC's Q310, Q311, & Q312 to be bad on my inverter board. Marking on the IC's is ( 4614 BD9N4T ) Aparently the Brand name is AO. So I think the correct part number is AO4614. I just bought some for $0.17 each on Aliexpress, that is way less than $80.00
