RCA LED50B45RQ power supply low voltage

I have an RCA LED50B45RQ with the RE46HQ1290 power supply board. I am trying to get this tv working but I've hit a dead end. When i turn the power on, there is a quick white line that flashes across the screen followed by the backlights coming on and going right back off. After this i have to unplug the tv and plug it back in to get it to do this again. I've already done several voltage checks on various components of the power board, and I've found that there is a low voltage problem happening with the PFC system. The D4 rectifier diode was faulty, but upon replacing it I have the same issue. I found that if I unplug the LEDs from the main board and power the tv on, i can see the menu with a flashlight pointed at the screen. All of my voltages are listed below.

    Filter Cap voltages are:
    171.8v on EC1
    171.4v on EC1A

My D4 rectifier diode reads 000 one direction and 461 the other direction.

L6599 IC voltages are as follows (TV powered ON):
    CSS - 0V
    DELAY - 0V
    CF - 0.49V
    RFmin - 0V
    STBY - 0V
    ISEN - 0V
    LINE - 0.62V
    DIS - 0V
    PFC_STOP - 0V
    GND - 0V
    LVG - 0V
    Vcc- 0.28V
    N.C. - 0V
    OUT - 0V
    HVG - 0.22V spike, drops to 0V
    VBOOT - 0.11V spike, drops to 0V

What could be causing these low voltages? I really would like to repair this board rather than buy a new one at the risk of somethin else being faulty.

Vizio e601i-A3 - Has Sound and Display, But No Backlight - Bad Power Supply Board or Bad LED Bulbs ?
      by Tynan Dill
I was given this TV from my great uncle. He said it just wouldn't turn on one day out of nowhere, replaced the TV, and gave it to me to possibly fix and use for myself.

Upon bringing it home and plugging it up, it showed a standby light.

I powered it on and without a flashlight, the display showed the "V" but the lighting is very dim, but visible.

The screen seems to blackout and stay black, but with a flashlight I can see the display.

With my Playstation 4 connected via HDMI, and running a game I can hear sound.

      Assuming...

coocaa 50S5G smart tv dropped voltage when connecting power supply to mainboard
      by Jembang
good day hoping someone can lend a hand, im repairing smart tv 50 inch, status when turning on back light is dim but you can see the tv logo then slowly fading out to black, i check the supply to tcon, i only read 5+v, must be 12v, i removed lvds cable and check voltage to mainboard turned on its also 5v, then i remove the cable mainboard to power supply, i read 12v in power supply, thinking that the problem is in the mainboard, coz theres 12v in power supply, i also check while turning on checking volts in main board 12v dropping to 5v, im just new repairing in TV, hope someone see my post t...

      LM358 LM358S-13 Datasheet
      by Document Archive
The LM358 LM358S-13 consists of two independent, high gain, internally frequency compensated operational amplifiers which were designed specifically to operate from a single power supply over a wide range of voltages. Operation from split power supplies is also possible and the low power supply current drain is independent of the magnitude of the power supply voltage.

Application areas include transducer amplifiers, dc gain blocks and all the conventional op amp circuits which now can be more easily implemented in single power supply systems. For example, the LM358 series can be directly...

Power supply Manson NTP-5561 (5661) LCD controller dead - PIC18F87K90 HEX dump required
      by Andreas_de
      Hello!

i got a damaged Manson NTP-5561 (60V, 1,6A DC output) and and the main issue is that the controler IC for the LCD display has a short. The controler IC PIC18F87K90 is mounted on the back of the back of the LCD. Vss-Vdd = 3 Ohm. The 5V and 3,3V power line was killed as well, but that is not a problem. A new LDO 3,3V and 5V 7805 is already ordered.
Replacing the PIC18F87K90 is necessary but that makes no sense without having the HEX dump of the new controler.

Does anybody have such a power supply and could do a HEX dump of the Flash and EEPROM memory?
