        Without a voltage on SW pin CON2F then I think the backlights will never come on.
        You could remove the SW wire from that connector and use a 1K resistor from 5V to SW pin (not wire) and see if they come on.
        Willing to help but I'm no expert.

          Well I have a tv with basically the same problem. No blon voltage. Maybe if I can fix mine I can help you.
          I assume no responsibility for any stupid suggestions I might post.

            BTW, there are many 3-pin SMD regulator ICs on that main board, did you check the DCV of all 3 pins yet? Make sure to report the reading and the P/N as printed on the body of the IC.

                  They are fine. I do not have any other suggestion.
                  I wonder if the TV was hit by surge of some sort that took out the power supply and the main board. Nothing look burnt out on the main board?
                  Try disconnecting the T-CON to see what it will do?

                    With the backlight on could you now see a picture or menu when selected?

                      Sorry, I should have mentioned that. No imagery was visible when the backlights are on. Just gray.

                        So can you see from the front that the backlights are on and have you tried selecting menu on the remote to see if you can spot the image. It could be that IPWM needs some volts to bring the backlight brightness level up.

                          Yeah, I could see that both backlights came on, but no images appeared. I tried changing the source to trigger some text. Seems like it would've been visible even with weak backlight.
