The side I took off was clear of the lines but the side still connected had the lines. And vise versa when the other side was removed the same thing happened just different sides.

Oh I see it now. So to test- I hook black to ground and and positive to either side of fuse?

That's correct.
However it does look like the panel is at fault as suggested earlier.

Same reading both sides of the fuse.

does sound like a lcd panel fault now you have done all of the tests

yes strip the set down sell or keep the parts even the ccfl tubes come in handy at times people will even buy the stands etc.

What are ccfl tubes? How do I know the internal are working? Can I feel good about selling on Ebay?

there the tubes that work the backlight that are behind the lcd screen etc.
regarding the boards you can defently sell the psu and invertor board as there working fine the t con and mainboard unless tested in a working tv are harder too test properly.
