What Voltages measurement have you made on the power supply board connector that goes to the main board?
How about uploading the pcitures of the whole back side of the TV so we can see all the boards?

If you replace the power board then you should then have at least the STBY Voltage on one of the connector pin of the power supply board when you run the board by itself without having it connected to the main board, did you verify that you do have STBY Voltage?

          Re: vizio m3d650sv power issue.

          Dustin reeder,
What I believe you might be experiencing is a bad main board drawing down the 5 volt line on your power supply. A lot of the time you will not get a good 5 volt line because of a short and or malfunction on the main board. As per what Budm has suggested, you must disconnect the main board from the power supply in order to get a true reading for the 5 volt standby line.
Additionally we maybe able to help you further as we currently have this tv in our shop but might need some help back as we are having some burnt part issues that we can't identify.
