westinghouse DWM55F2Y1 will not turn on

Hello everyone please help me troubleshoot this tv. It has no stand by light thus it will not power on... all the sudden. Here are some pictures. I assume the problem lie somewhere on the power supply board (PSB).. So here are some close up pictures of it. The fuse is good and but i got zero reading at those areas circled in red. Thank you so much for any helps/suggestions.

If the main fuse is OK then you need to find out first if you do have DCV between the two legs of the main filter cap in the primary side of the power supply board, it should be around 160 Vdc.

No, it's the capacitor with 2011/65/EU on it you need to measure....with care (160V)

Yes , above that is a fuse. MEasure it for continuity

So you have rectified AC which is good. What is the number on the 8 leg IC labelled IC1?

Hi Dick_barton excuse my lack of knowledge with these board but i can't seem to find anything that label IC1 .. there is EC1 which is that big cap with 2011/65/EU on it which you asked to measure.

I've circled it in red. By the way what voltage is written on that Cap EC1

good evening Dick_barton here is the readings for IC1, please refer to diagram... and the voltage written on that Cap EC1 is 100uF 450V

So what is the P/N of that IC 1?
What you show on the measurement does not mean anything unless we know what the pin out of the IC is.

Hi Budm by P/N you mean the number written on that IC1? Here is a close up of the it.. If you rotate it right side up.. it's the same arrrangement as the diagram of where i took the readings.

NCP1607 is the PFC Controller IC.

Try heating up the startup/running caps with hair dryer to see if you will get STBY Voltage, you need to also check the diodes in the cold side.

So Budm i got zero for the one under the cover and 208 for the 2 diodes. (it's BR560 mojsmc) Heating the startup/running caps, i still get no STBY voltage

What do mean by 0 Volt?
What did you set the meter to?
You can test using Ohm mode in 200 Ohm scale to see if the diodes show low Ohm in both direction, no power to the board of course.

BTW, the diode on the heat sink is common cathode, the two out side pins are tied together, the middle pin is the cathode so you can test the resistance between the outer pin and the center pin.
You might as well try replacing those tow startup/running caps to see what happen.
You also need to get the PN of that tiny SMPS IC so you can find out if it is getting the Vic to run the IC or not.
