Yeah, what I would do is remove the original heatsink and reapply some thermal silicon then use a thermal pad one under the board from the cpu to the chassis then one ontop connecting the little heatsink pad to the metal back. Then maybe some for the ram and other bga devices.

Also if you wouldn't mind when you remove the cpus little heat pad what cou does this use guessing SETD10 or something similar ?

It was a complete black cpu with samsung logo on it. If i google for setd10 its showing a different cpu.

Its already glued to the board. Will check if i get the new board.
