led42c45rqd RCA TV NO POWER Resistor Identification

I acquired a RCA 42" with no power. I found a resistor that appears damaged. I have tried to identify the resistor to no avail. Using digikey it gives me .25 ohms 5%. However I can not find one in their chart that matches exactly.
How do I know the voltage?
Where is another place to look?
Digikey, ebay, amazon and RadioShack I didn't find them.

That probably means that the Power MOSFET mounted on the heatsink to the right is probably shorted out and the IC that drive the MOSFET too. You should check all the devices mounted on the heatsinks

It does appear c101 and q100 were soldered together from the factory.

The cap is the Snubber cap for the MOSFET and it looks to be connected to Source and Drain pin, so does it show very low resistance between Source pin and Drain pin? You have to verify that there are no shorted parts on the board, resistor especially does not burn out with no reason, lots of current must have flown through that resistor for it to burn out.
We need good clear straight shot of the whole bottom side of the power supply board.
