        Need to check the DCV VCC PIN 15 and GND, pin 12 and VC pin 13 and GND pin 12 to see if the IC is getting the Voltages to run, see spec sheet.
        IC1 is KA3525A.

          On pin 15 numbers are just jumping up down

            I got another chip to install same numbers but the top numbers don't match just the ka3525a

                    Put black probe ground and red probe on pin 15,12,13 and just jumping numbers

                      What I notice is that when I connected the power and lefted for a while we're the heat sink is get warm it is were the rectifier the other heat sinks for the ac out put are cold no signs of over heating

                            Did you check the 2 small orange capacitors? One is next to the IC, the other one is under the heat sink in the primary that gets warm.
