    I took a picture of the item I think ur talking about. I can't make out the first line which seems to be the brand but the second line is 2PCS02 and the third line 60923.

      ICE2PCS02' Check the DCV between VCC PIN 7 and GND PIN 1 when power switch is activated (PS-ON is present). You will be making Voltage measurement in the hot side so do not touch anything with your hands or body, you should at least plug the TV into the GFCI outlets.

          Looking at your pdf budm I assume that this passes since the doc states "The
          operating range is between 11V and 26V". Where do I go from here?

            VCC (Power Supply)
            The VCC pin is the positive supply of the IC and should
            be connected to an external auxiliary supply. The
            operating range is between 11V and 26V. The turn-on
            threshold is at 11.8V and under voltage occurs at 11V.
            There is no internal clamp for a limitation of the power
            supply.

            Check the VINS to see if it is OK or not
            VINS (Brown-out Sense Input)
            This VINS pin senses a filtered input voltage divider
            and detects for the input voltage Brown-out condition.
            A Brown-out condition of VINS<0.71V, shuts down the
            IC. The IC turns on at VINS>1.5V.

                To check the VINS I would read between the VINS pin and ground pin correct?

                Also, I've seen used boards out of broken lcd tvs that are tested and verified, would you recommend them (since they are half what your link is)? They are the same 24330BB1 number.

                        It has to be: per IC data sheet, the IC turns on at VINS>1.5V.
                        So the Voltage is OK since you are more than 1.5V, the IC is on but not driving the PFC MOSFET.
                        You can try new IC or new board.

                          being as this tv has been dropped etc maybe it is a hairline crack on the pcb that you cant see/find i personally would try another board if cheap enough just hope none of the ccfls are damaged too.

                              only if you remove the panel i guess unless to visually see but theres a risk of cracking the panel etc as so thin i would just try another power supply you can always re sell it if theres any issues ie cracked panel you cant see etc.

                                        The number on the bar code is the one you should try to match., the number represent the PCBA (Printed Circuit Board Assembly, blank board stuffed with parts), the blank circuit board can be stuffed in many ways to create the PCBA for particular TV requirement, so the blank board can be stuffed to be used in more than one model of the TVs.
                                        I.E. one PCBA may have 10 resistors installed, but another PCBA may have only 5 resistors installed because one model of the TV may not require all those parts to function nut the other model does.

                                            Mac was inside of suitcase and it was inside of a bag.

                                            I have this strange behaviour with Acer Aspire E5-574-52RH, i5 6200U, intel graphics, DA0ZRWMB6G0 Rev G, model ZRW.
                                            Laptop came in for a SSD upgrade, took everything apart to install the SSD.
                                            Everything started after modifying BIOS settings to boot UEFI instead of Legacy.
                                            Laptop works fine, i installed windows 10 and drivers/updates, everything works ok(when it works)
                                            The black screen problem is random, maybe 5 out 10 times, laptop remains with the black screen, no image
