Toshiba LED

have LED TV - Toshiba Toshiba 32EL933G . led power is red and goes to green . But television nothinks . Power supply is PE3850-O1UN, i do´n´t have output voltage .....primary is working but secondary is dead ....
I don´t have schematic , any can help-me ?
