I don't get any result when I search for an APL5820. Are you sure it isn't an APL5920?

      FR9884, fitipower, 18V, 3A, 340KHz Synchronous Step-Down DC/DC Converter:

      NT5CB64M16DP-CF, Nanya, 1Gbit 64Mx16 DDR3 SDRAM, 1.5V or 1.35V:

Can you measure the voltages in the highlighted areas? I'm trying to determine which supplies are up and running. I suspect that some supplies may be switched on and off by the SoC.

It probably is a "9" 5920 it was late and eyes were getting tired, Thanks so much for the information and putting the time in for this. Very good info I am going to try and test these points I never knew you could test it down to these chips Thanks again, Opens yet another door for me on some of these tv's.

Guess it's just me but every time I run across a TV with a MediaTek processor on the main board it turns out that it's either an eeprom problem or the processor itself
Did I leave the soldering iron on?

Not long ago I helped someone with a MediaTek based PCB. In his case the problem was the crystal.
