To identify the failed section of the screen you could try disconnecting the orange ribbons linking the sub-boards. Then see if part of the picture comes back.

Well, I done as tom66 suggested, and unhooked each sub board panel ribbon. When I unhook the far right bridge cable, I have a nice picture on 3/4 of the screen. If I'm face the front of the TV, it's the far left side of the panel that is always blue. So, I guess I know which side is bad. Could this sub panel be bad? Or is it the panel itself? Any hope in saving this beautiful beast ?

Well, there are several possibilities.

It could be the TFT drivers are bad, as they are part of the panel that would not be a repairable fault. Or, it could be simply a bad ceramic capacitor on that board. Using a multimeter on the continuity range, you can check across each cap for a short.

If you find a short, use a soldering iron to lift the cap up. Keep it on the pad! You want to only remove one side - so the cap "tombstones", stands up on one pad only. See if the short is still across the pads. If you lift all caps on pads which show a short, the conclusion is it must be a failed panel and there's little you can do to fix that. If you lift the caps up and the short goes away, put the caps back one by one until you find a short. When you find the shorted cap remove it and try the TV.

A portion of the screen may be distorted or malfunctioning but the important thing to see is if the panel works properly, more or less. If so you then have the fun task of determining the correct value of that cap...

I've done this last suggested test. Trying to stand up those ceramic caps is quite a challenge . Which I pushed them off the board. Ughhh... Haha. Anyways, I've found 2 shorted caps, on sub board of the bad side of the panel. Then tested those pads , and continuity reads short. Meter makes solid beep sound . This was all done with all boards and panel sub boards connected.

Question : should this test be done with the panel sub boards connected or not?

Reason I ask is, lastly I unhooked the sub board, and the panel pads test as no short.

Are you testing on the board that causes the picture to blank out?
Note: If you prefer it's also possible to shift the cap across, or to rotate it 90 degrees, to disconnect it...

Yes tom66, I'm testing the board that causes the picture to blank out. Should this board be connected to the tcon board, while testing for continuity?

Maybe leave it disconnected for now, might make testing easier. Which caps are showing shorts?

Well , I was able to remove, any even stand up a few more caps, and I'm finding shorts on the board pads. The bad area that I'm referring to, is far left in this picture. Conclusion is the panel is shorted on the bad side. Thanks so much for your help and guidance. I've learned a lot from you all.

I'm going to save all the boards and trash the panel , unfortunately.

Yeah, shame - but you tried as much as possible. Man, I wonder what the energy cost of producing a 60" 1080p TV can be. Only 2011-2012 model, so not that old. More stuff for landfill.
