INSIGNIA NS-L47Q09-10A: No Sound, No Picture

I need help. I have a INSIGNIA NS-L47Q09-10A with both no sound or picture. I get the light on the front to light up red when plugged in. The light will change to blue when i press the power button. No flash or flicker on screen. No imagine at all when turn off the room lights and check the screen.
I have already replaced the power supply board. It was not producing 12 or 24 volts. The new power works. But I'm still not getting any picture or sound. The closest manual for this tv I found was one for the NS-LCD47HD-09 tv. I also unplugged the T-connector board to see if the backlight would come on but nothing at all.

I have this set NS-LCD47HD-09 that has been on my bench since July I have vertical lines and close to the voltages you have .I have torn my hair out and still cannot get it to produce a picture after replacing so many caps I lost count. Replacement boards have been on in stock alert since July too ,no dice. Another BestBuy throwaway I guess I have had no luck.

Inverter boards: Check the small black fuse.
Also check all the white fuses.

The two white fuse had both 24.66v on each sized.
That little black fuse had 24.66v on one sided and on the other sized had 1.391v

That black fuse is the common failure, I have fixed so many of these CMO boards and they are just bad fuse, I used PICO II fuse (you have to bend the legs to install it) and none of the repairs come back.
You can jump it for testing (or use 1~4.7 Ohm 1/4W resistor), the circuit draws <0.5A.

Thank you. That was it. I was able to pull another smt fuse from another screen(broken panel) to put on this screen.

Yes. Works Fine. I was able to watch Netflix and youtube on it. Thanks again.

I have this same tv with the same problem, no picture or sound but the power light works. Nothing looks like its swollen (?), I had a samsung tv do the same thing and I was able to replace the capacitor. Is this the fuse your talking about as a replacement

Firstly have you jumped the fuse to make sure that is the issue?

No I haven't, I'm new to this whole fixing tv thing but I figured the tv hasn't worked in months and for $1 it couldn't hurt to try. I've been reading and researching both on this page and the interwebs trying to learn what I can.

Ok set it to Ohms 200 will do.... test the fuse with probe at each side... What is the reading?

69 Ohms? It should be <1 Ohms so the fuse is bad.

Test the 2 white fuses too

ok. One white fuse is reading .3, the other white fuse is giving me a hard time getting a reading, like the small black fuse. The numbers flash, 84.3, 69.4... and then disappear. I did test the black fuse while the tv was powered on and all of a sudden the picture came on while the probes were on it. Don't know if that means anything.

More likely to be that commonly fail small black fuse.
