Hey I have a fluid 46" lcd tv about 4 years old model number 1602103, tv worked one night went to turn it on and nothing. So when I first plug it in the wall i hear a click and the small indicator light turns on blue bottom corner of tv, (this light is usually red when powers off) now indicator light is always solid blue. So I hear no sound or lights on my tv, screen is black no glowing, I opened up the back of it, couldn't see any blown or leaking caps, I ordered a new power supply board pArt#mlt199tl, didn't fix any thing same thing, so when I do a voltage test I get the right voltage for all the pins except 1 pin- +5vsb, when I test that pin on the power supply board I get 2.4 volts, all the rest of the pins give me the correct volts, so what could be going on here , any one got any ideas, I bought a multimeter in case I need to do testing, I bought the power supply board form shop Jimmy's on ebay , could it be a bad board

EDIT: Sorry, I completely misinterpreted your post and the photo!I thought the 5v Standby rail was only at 2.4v
But now I read again and realised the 5v Standby rail is on Yellow wire, this is at 5v, that's OK.

The White wire is STBY (PS_ON) signal pin from the main board feeding this power supply to turn on the PFC Voltage booster, 12V, and the 24V.
2.4V is OK, it is high enough. BTW: +5VSB is the standby 5V, other Voltages are swithced.
And please post brighter pictures of both top and bottom side of the power supply board, pictures in post 5 is dark. I am trying to read the model number on the power supply board. It looks like MEGMEET MLT??????
So what you need to do is to report all the Voltage as marked by all 3 connectors when the TV is OFF and when the TV is ON.
For example:
CN1:
+12V: OFF = 0v, ON = 12v
+12V: XXXXXX
GND: No need to report ground pin
GND:
GND:

Roughly, yes. There's no standard but typically they drive the base of an NPN transistor which turns on an optocoupler. More than about 1V is usually enough to turn them on.Please do not PM me with questions! Questions via PM will not be answered. Post on the forums instead!

It reads the same when off an on, as soon as I plug it in the front light turns on to blue it's supposed to be red on this tv when power is off so it's like the tv is stuck on the on position, if I press the power button when the tv is plugged into the wall nothing happens
