Which Multimeter to test Vizio sv422xvt

I'm trying to fix my Vizio SV422XVT TV. It won't turn on. The logo just flashes orange/white. From the posts I've read it seems the problem is most likely the main board. Could you recommend a multimeter I could buy? The cheapest I could get away with as I will seldom use it. Could you also point me to a tutorial for using it?
If it turns out the problem is the eeprom will I be able to replace that on this TV? Thank you in advance.

cheapest multimeter thats somewhat accurate is at harbor freight. It does sound likely that your eeprom is corrupt, it is a 8 pin dip, you would have to desolder and resolder. That is if you can find it, shop jimmy doesnt have any listed for your model.

Thank you for checking for the part on ShopJimmy and getting back to me.
They don't have the main board in stock either. I put an alert on that but I can't find any listing for the eeprom. eBay doesn't show an eeprom repair kit for it either.
Would you be able to identify the eeprom on the main board picture I've attached here. I thought I might be able to see a part number on it with a magnifying glass if I knew it's location.
Also, are there places you can send a board to have it diagnosed and repaired?
Oh and the multimeter link you sent me is just what I'm looking for, thanks.

I circled the 8 pin dip in red and the one I think likely to be the eeprom with 3 red.
Moduslink has a good reputation for fixing main boards. You should check all the voltage regulators as well as one out of spec could cause similar trouble, I circled the 3 I see in orange, also 3 fuses in yellow you can check for continuity.
