Was gifted a 42" Vizio LCD TV, model E421VO. Will not power on. DOA. No activity. Checked power cord, it's good. Checked remote, it's good. Here's some pics. Where to start?

So get in there and replace that cap, test everything on that circuit. If no other problems, maybe test it with a dim bulb tester or similar. if no problems then fire it up, sometimes it can be just the one component that is bad. Testing is the only way to proof it out. If your not sure whats on the circuit just trace whats connected to that cap. Saying there's more wrong without testing is just a guess.
