OK, did the TV just stop working or was it hit by surges? Did any one else work on it before?
You can start with by check the DC voltage right at the two legs of the two long caps laying on their side, just be careful not to touch anything with your hands or body.

That can't be if you do have 330Vdc on the main cap unless the trace to the transformer TM801 pin 3 is open or winding on pin 1/3 is open which I doubt that very much.
What did you use for GND?
One thing I would do on that board is to resolder all the transformer legs, all the legs of the devices mounted on the heatsinks.

Pin 4 (VCC) needs to be a minimum of 13.8v to work.
You need to check the components linked to it.
                                    ZDS801
                                    CS805

                                    to start with

Leave the RED probe on pin 4 (VCC), Black probe on primary circuit GND (Negative leg of the main filter cap), then apply the AC to the board and see how high the DCV will rise up to.
There are two caps and Zener diode on pin 4, so if the Voltage on pin 4 does not rise up to the start up Voltage then it may be bad startup cap, leaky Zener diode, or cap, or bad charge pump circuit inside the IC, see diagram for details.
