Sanyo dp50740 will turn on and off but no picture

The plasma tv when i plug it in and hit power button i see a quick flash of white light on screen like it is trying to turn on but it does not.I also checked the main board check points i got all of them except for the 13 v test point but i dont see a circuit that would provide for 13v unless i am wrong.also on pin 48 i get 4.7 v it is higher than 3.3v for power fail circuit.

I also noticed the sc green light is on it is bright green it only turns off. When set shuts off i assume if had short it would not light up.

AMS1117-ADJ will this regulator work for replacement for 1117s adj 009

Replaced my regulators on main board still same problem any help what to check next
