Yep, that's a solid short there.
You will need to replace the buffer board or the IC on the buffer.
However, please note... It is possible for a bad plasma panel to kill your buffer board. Please check the edge and centre of the panel glass very carefully for chips or cracks. On these newer panels, it is possible to crack the panel and still get light out of it. However it will quickly fry the buffer board leading to no picture at all.
Also inspect the ribbon cable for tears or breaks.
Also, it is possible that if you receive a new buffer board from a cracked panel, it may be bad. As most sellers do NOT test them despite their claims to the contrary... Perform the short check on your new board before installing it, that way you can be certain your Y-main or panel is not killing boards. (I would not expect the Y-main to kill these boards but it's worth being cautious.)
