This TV is not coming on. The power supply is supplying the 5V and 12V. The inv level goes to 3.8V @ turnon.I'm getting the 24V to the ballast.I replaced the ballast board but I get no change.

Please post good clear pictures of the back of the TV so we can see all the boards first.
Also please verify the make/model number.
There are 32e200, 37e200, and 40e200.
42e200 does not come up on the search.

Is this the model you post is correct? Still no finding 42e200.
There is cable between the T-CON board and the inverter board, try disconnect that cable.

I would say ur main board might be bad.... if ur getting proper voltages on ur power supply but its not turning on. First disconnect ur cable from ur tcon and see if it will turn on, and check ur surface mount fuse on ur tcon if them are good. Then goto ur main. Check ur surface mount fuse on ur main... I would say ur main proly needs replaced
