Well the first step is to try and narrow down the cause by checking the power supply voltages.

The most common fault on the 17PW16's relating to intermittent issues are the two capacitors near the transformer, 15nF 630V devices.

tom you are referring the the silver oblong capos arnt you mine are 183j 630

They could be 18nF on some other boards like this. In which case replace them with 18nF capacitors.

Well, given it is about 1,000x too small, I'd suggest that it would not work unfortunately. You would have to buy one.
Right now sordids999 is struggling with same problem, buying 18nF 630V is difficult!

That is nearly 2,000x too small. So no, it would be no good at all.

Learn to read capacitor units: Mastered My New Puzzle = Milli (1/1,000th), Micro (1/1,000,000th), Nano (1/1,000,000,000th), Pico (1/1,000,000,000,000th) or alternatively 10^-3, 10^-6, 10^-9 and 10^-12.

Just remember the order - and you will be able to compare capacitors and understand whether they will work or not. In general you don't want to change the value by any more than 10% as it's quite likely the circuit is dependent on that particular value.

That is common with shitty Vestels when they are struggling to regulate. You might also want to check the voltage across the 450V capacitor as if it is low, it can cause other faults like this.

Looks like you might have a problem with the PFC too. I have never successfully fixed this problem; I suspect it's possible, but I've never had the time to try an in-depth repair of it.

I tried that, it did not fix it. It is something to do with the PFC feedback resistors going leaky or open circuit, or a bad PFC IC, because the voltage is being boosted, just not by enough.
