LG 60PV450 Won't Turn Off

-No video or sound
-Power light stay lit when plugged in
-Can not turn off
-No response from any soft buttons or remote
-Slight glow in a dark room but very faint

Any idea where to start? Trying to help out a friend. Not my TV.

Sounds like main board fault - there is an easy test for this.
Can you take the back cover off and post pictures of the parts inside and of each board.

Here's the picture of the main board. I also got a chance to measure all the voltages. All value are right on target w/ the sticker.

OK, see here. Place a connecting piece of wire between the two holes circled. Disconnect the connector marked.
Then turn set on. You may or may not see test patterns, do you?

Yes, I get the test pattern.

Great. This confirms the main board, which has the video inputs like HDMI on it, is bad.
