IC1660 should be primary focus for now.
Pin 1 of devices should be marked with a "1" or small dot in plastic.

Here's R1684. Not sure where to put probes.
I'm not seeing any numbers near the pins, and I can't see any dots in the plastic for 1630 and Q1651.

When I first put probe on it with TV plugged in, I got .09. Touched it for ~80 seconds, and it climbed slowly to .18.
Touching power button resulted in no change.

No, it's me whose forgotten to check this thread. Yes, you tested it fine. I think the power board is at fault. Do you get anything on the 15V or 24V pins when you try and power it up? No worries! You've gotten us pretty far already, man. I'd be lost without you.
I have tried checking those pins over and over again, trying to do it correctly, and I can't get anything. Obviously I'm doing it wrong, or I'd least see 5V, right?

Sorry, I'm a little confused. How to I check if something is properly grounded?
There's a little hole in the chassis next to the main board - when doing the IC1660 tests, I just stuck my black probe in there for ground.Comment

Put one probe on the RCA jack outer shield, this is a known good ground. Put the other probe on an unknown ground point. With meter on the 2000 ohm range, note reading. Okay, maybe I've misunderstood what a mounting screw is. I thought it was any screw that held the board in place? Apparently that isn't the case.
So with one probe on an RCA jack, and the other on a suspected ground point, here's what I got:
Hole in chassis - < 002
Any screw holding up main board - < 002
Top right screw in power board - I get a negative reading of (-002)
Bottom left screw in power board - < 002
All other screws in power board - Stays at "1".
Recessed metal in-between the two boards - Stays at "1".

It means the voltages weren't accurate so you/we have been chasing a wild goose.

Vizio e601i-A3 - Has Sound and Display, But No Backlight - Bad Power Supply Board or Bad LED Bulbs ?I was given this TV from my great uncle. He said it just wouldn't turn on one day out of nowhere, replaced the TV, and gave it to me to possibly fix and use for myself.
Upon bringing it home and plugging it up, it showed a standby light.
I powered it on and without a flashlight, the display showed the "V" but the lighting is very dim, but visible.
The screen seems to blackout and stay black, but with a flashlight I can see the display.
With my Playstation 4 connected via HDMI, and running a game I can hear sound.

I'm trying to troubleshoot a Microsoft Surface Pro (5th gen) model 1796 that won't power on. Motherboard model is M1007506-015. My priority is retrieving data, but the SSD is integrated so it looks like if I can't repair it it'll need to go to a data recovery company. I've done a little basic board repair before, but nothing this advanced until now. So please forgive my ignorance in advance. 😅

I gotten a Carver CM-1090 amplifier from a friend who has kept it in storage for decades. Opened it up, thick layer of dust cumulated everywhere. Vacuumed it semi-cleaned, and blown off as much as possible the remaining dust. This is a 220V version.
On initial powered up with nothing connected - it works with all the lights and button indicator lit up as pressed, etc. I then powered off, connected a CD player into the CD RCA input and powered it on. It seemed to work for a short while and when I turned the volume up and down to see the the VUs works, the power started to clicked off... -
I have wanting to do this project for quite sometime now and I finally found a switching power supply that will work on this desoldering gun station ZD-915 that the original switching power supply took a shit and just was not worth trying to fix it because this switching power is not quite big enough to handle the heater element and the vacuum pump
One note when I tested the switching power supply and the voltage control board I noticed that this desoldering gun heat up much faster than the original switching power supply which I was really surprised by to the point that I might buy...
