    So 15V always dead? Not changing as TV turns on? Just need to confirm that.

          There is a fuse PA5610. It's not marked but I've highlighted it in the PCB print. See if you can locate it and check if it is open, also the voltages on both ends, red on each end and black going to chassis. Expecting ~15V if all is well with fuse. See attached.

              fuse is open circuit but whats caused it to blow a good spot tom some good fault finding tips in this thread

                Check from the ~0.4V end to chassis ground on ohms. Hold the reading for several seconds. Is it zero, or near zero?

                    OK, set your meter to the 2000 ohm range. It looks like this: 2000Ω. The "Ω" indicates ohms.

                    The TV should be off and unplugged.

                    Then put the red probe on the side of the fuse which is measuring low voltage (about 0.4V) and the black probe on the chassis. Record the reading you get, after letting it settle for five seconds.

                    If your meter shows a single "1", i.e. the same as not connecting the probes, this is "open circuit".

                          OK, so probing the FUSE to CHASSIS the multimeter reading doesn't change from the reading you'd have if you just don't touch the probes anywhere or on anything?

                          If so, the fuse could have randomly failed. You can replace it.

                          I can't find the rating of it, but it's stocked by Encompass for $1.08.

                                I am making a guess here, but I think 4A/32V will work, I do not see this line exceeding 1~2A under normal operation. If your multimeter has a 10A fuse built in you can try using the 10A mode to measure power usage. Post a pic of your meter to confirm.

                                Can you post a picture of that fuse to confirm dimensions? Make sure other components are visible so I can get a sense of scale. It's most likely 1206 type.

                                      i just took a quick risk got a wire bent it in to a horse shoe shape and put it on both ends and turned it on and BOOM THE TV COME ON amazing thank you so much your a true gentleman !!!!! but it was only v quick and im ordering fuses now i know it was i risk but i had to try :s

                                        Just make sure to install an actual fuse!

                                        Since it works, the current it is drawing can be measured and a fuse can be sized.

                                            I was given this TV from my great uncle. He said it just wouldn't turn on one day out of nowhere, replaced the TV, and gave it to me to possibly fix and use for myself.

                                            Upon bringing it home and plugging it up, it showed a standby light.

                                            I powered it on and without a flashlight, the display showed the "V" but the lighting is very dim, but visible.

                                            The screen seems to blackout and stay black, but with a flashlight I can see the display.

                                            With my Playstation 4 connected via HDMI, and running a game I can hear sound.

                                            Panasonic switching power supply daughter board has two 27uf @ 50 volt capacitors which I do not keep in stock

                                            I did not have any 27uf @ 50 volt capacitors but one nice thing is that it has enough room for two capacitors in parallel a 22uf and a 4.7uf @ 50 volts 22 plus 4.7 equals 26.7uf which so very close to 27uf I will show some pictures of it sometime tomorrow

                                            This is one of the shit est boards I seen in a very long time and it was the daughter board the traces just lifting off the board I had to use the capacitor leads to repair the the traces and the main board is not any better because I had to repair several traces for the daughter board to the main board

                                            I have a Panasonic TC-P54VT25 that will power on and prime the display but there is no image at all.

                                            The panel is primed as there is a slight glow from the entire panel. This means the problem should be logic related. The service manual also confirms this and recommends replacing the A or the D board.

                                            I have tried to get the TV to display the test sequence but I have been unable to and I don't even know if this TV has a test sequence or not.                                             All left and right refers to looking from rear of TV (or looking from front with TV upside down)
                                            • TV came with vertical bars and no image. Found faulty TVS on left buffer board. Also replaced T-Con (may have damaged the original while hot air removing components, board has slight warp) and have full image but few horizontal lines on the screen. Some of the lines appears to be 2 pixel tall while others are 1 pixel tall.
                                            • Disconnecting left and right buffer board potentially reveals problems on both sides with different signals (unless this T-Con require jumper like Samsung FB_TRDY1&3) Fault
