On the 5.5 I'm getting 6 v and the 3.3 I'm getting 3.27v on the 1st pic

6V is OK but please verify your multimeter accuracy -- check a fresh 1.5V AA it should read 1.5~1.6V.
Low battery in multimeter can cause incorrect readings with cheap meters.

It's brand new bought it sat but ill check it tomorrow and I'll get a new bat from work

That's correct. I'll try make the diagrams clearer.
Looks like your SUB3.3V is down. Let me find where that is generated and knock up a diagram.

Whoops, sorry, my error. Do you see an IC5601? Could you get pictures top and bottom?
Meanwhile, might as well do these tests on IC5600 (they could be useful.)

the ribbon cable in the above picture is not seated properly might be making poor contact.

Are those points which measure about 0.43V measuring 15V just before the set shuts down?
