That part of the DC-DC is working, it seems strange to me then that reg #2 is not getting the power it needs to operate. I can't find a schematic of the main board though, so diagnosis will be difficult. Any components on the bottom side of the board?

Gave board a visual inspection top and bottom. No obvious broken caps/solder.

One component has a black band around it, which may just be a manufacturers mark but my untrainined eye was drawn to it when Iwas looking for burn/scorch marks so I took a pic.
