You need to be more descriptive but in most cases horizontal or vertical fixed lines are not repairable on LCD or plasma displays. There are a few exceptions. The B450 and C450 are notorious for horizontal lines being panel failures.

Reseat the panel ribbons (on y-buffer) just in case but usually it's a panel problem.

You can't usually (except with a very fine probe and oscilloscope), the only way to be sure is swap the buffer.
Caution: Most buffers pulled from these newer cracked screen TVs are bad! (B450, C450 etc with single piece of glass panel.) Test any board before installation: http://www.youtube.com/watch?v=51SZsfH60EY
The above test can't be used to see if a buffer causes horizontal lines, but in 99% of cases it does not. The panel is bad almost always. It is a very common fault with these sets. If you want to try a buffer then good luck...
