Check the soldering for your replacement fuse.

The capacitor near the NCP1207B IC, did you measure that previously as being nearly 0V?

OK, different tact: what voltage, on DC 600V or higher, do you read across the outer two pins of the bridge rectifier?

Hard to be certain, but I am thinking the NCP1207B is bad. If you have high voltage coming into the board, but there is no Vcc, the NCP1207B is bad.

Hard to be certain, but I am thinking the NCP1207B is bad. If you have high voltage coming into the board, but there is no Vcc, the NCP1207B is bad.

Yes,I measured it again and it tested 0.10
2 pins on bridge rectifier 100v and 55v

I would order some caps to recap this unit as well, even if the capacitors aren't bad it's from the same generation as a lot of bad LG capacitor problems.
