OK, can you measure the voltage on each of those pins? Measure both in standby and after power button pressed. Same procedure as before with the power supply connector.

Red standby: 0.0 On: 0.0
Yellow standby: 0.0 On: 3.0

The red never changes? They would usually change at the same time or not at all (if a fault occurs.) Please double check.

I have looked at your inverter pictures and the second picture looks like the ic is blown, can you check the fuse on that board and see it it is ok. I have seen a lot of these inverters and when the ic shorts it burns the pin on the ic.

That might be a burn mark. VERY small.

Definitely bad. The chip can be replaced, but you will need a good soldering iron and ideally a hot air gun. You can also replace the whole board if you want.

I have both a soldering iron and a hot air gun. Can you give me any suggestions on how I go about finding a replacement chip? Thanks for all your help.

Read the part # off it and order it on eBay, if I remember correct they're only a couple of bucks each. After doing this do the Inverter Modification II recommended by Philips to prevent repeat failures:

If the replacement board you get does not have the modification performed, it is highly recommended to do so to prevent future failures.
