Uhh, that's not a voltage regulator. You won't find those on most power supplies. You can try replacing the fuse and you may be fine but more damage may have been done.

Tom66 if that's not the voltage regulator what is it. there is 7 of them see pictures. So then where are the voltage regulators?

They are high voltage MOSFETs. Don't need to be tested, especially not while live.

Tom66, how do you change this fuse ? I can't find the fuse with the cap and wire on the end. If I desolder cap on end of fuse from PCB will it come apart to install a new fuse or do I have to buy one set up like that for through hole soldering on PCB ? see picture of fuse

Desolder the fuse, replace it with a new one with leads. They are available search "wire leaded 5mm x 20mm fuse".

I believe the regulators Tom was referring to are the regulators on the main board.

Tom66, been looking for the fuse T6.3AH/250v. Can find fuse but I can't find it with the lead I have looked at e-bay,mouser,digikey and on the web.Maybe some one knows where to get it.

                        Search for pigtail fuse.

Re: Vizio E552VLE turns on then off

4 amp rated so probably not a good idea to replace a 6.3A with it.
Ask others please not just me!! There are tons of great helpful users on this forum.

                                This is what you need

                                http://www.digikey.com/product-detai...042430?cur=USD

Pretty sure Tom will be right though, blowing that fuse is most likely not your only issue after shorting that MOSFET
