When you turn on, led turns amber and flashes. I have my 12, 5volts. i got nothing on on/off and 5v on dim. Capacitors are fine on power board. Screen doesnt change at all, nothing happens other than the blinking led.

Does it do the same when attached to another PC?

unattached to anything, was used as a tv in a kids room. ill upload pictures in a min, thanks budm, ive seen so much of your work.

OK, at this point we should be looking at the main board (the power supply is OK).
I can see a couple voltage regulator ICs (3-pin device with big tab on top side).
Please take the reading with the TV powered up.
Looking at the regulator with the Big tab up and the 3 pins down.
Make the left pin as pin1, middle pin (which is also connected to the big tab internally) as pin2, right pin is pin 3.
Report the reading in the format as shown in the the link to how to test voltage regulator under my signature.
