Also whilst tv was on i disconnected the block wiring from the vestel to the 17mb45m board and the flashing stopped ? is this normal

Yes, that is normal. It is dead without the main board. Since it is not powering up at all I suspect the main board. I cannot be sure though.

Transformers. Don't often fail.
Can you access the pins of PL816 on power board? It's the connector going to the main board.
In particular, check pin 14 and pin 16.

do you put both leads on one or one each on 14 and 16

One on 14, other on ground, read voltage.
One on 16, other on ground, read voltage.

switched on-flashing,theres 14 to a row,checked 14 could not get a reading,then on the second row number 16 was reading 0.72 ?

They are probably ordered

etc.

Pin 1 will be labelled, often pin 2 too as well, or the last pin, just a matter of deducing the right pin.
