So it is not being turned on.
You can do a mod: Solder a jumper from pins 1-3 to pins 5-8.
This will disable the t-con power cut-off and leave the t-con on all the time, perhaps in standby too. It will use more power in standby mode but should otherwise work OK.

No, the part which is bad is whatever is switching it on and off which will be buried somewhere on the main board. The part is correctly switched off. Doing the jumper will show if the main board has other faults.

No, but it is simple. Just a wire from the group 1-3 to 5-8, like a short circuit. It has been done on this forum before with mixed success. Often it reveals that the main board has issues with the processor. But it has worked once before for me.

Yes, just a piece of wire. Lay one end across 1-3, apply solder. Lay the other end across 5-8, apply solder.

Check your soldering is good. Don't short to pin 5. You may have PSU problem.
