Ok back again everyone. Well here is what I have come back with...
1. Recieved EEPROM yesterday.
2. Soldered it in and my Vizio stand by goes white then back of and to orange again. Checked all cables. Everything.
3. In my rage and frustration found an exact same TV an hour away that had a unfortunate ending with a fall and LCD cracked. Picked it up for 50 for the whole TV and brought it home.
4. Switched out both boards and transplanted them into my TV.
5. I've got picture and sound. TV works like a champ. I salvaged all components from the Cracked LCD one and kept them in case, even the housing. So consider this closed.
Great to hear you fixed it. Since the parts are in short supply consider eBaying them.

You may be able to get the cost of the cracked screen TV back from selling the PSU, t-con and inverters.

I am having the same problem with my E470VLE. I checked the voltages and had the following.
DIM __0__Volts
Status__0__Volts
On/Off__0__Volts without pressing the on/off button. __0__Volts while pressing on/off button
Standby__0__Volts
12V__0__Volts
12V__0__Volts
12V__0__Volts
GND
GND
GND
GND
+5V__5__Volts
+5V___5__Volts
+5V__5___Volts
The thing is, I purchased a new main board and the problem remained. Would the new board not have a programmed EEPROM?
