431 will be most likely on larger board.

One for each main supply, so I'd say at least three, probably four or five.

OK, so it's a transistor -- not something we need to worry about at the moment...

can these be tested on the board or do i have to take them off the board to test them? and what would they test good at ?

I don't think we need to test them right now.

when the previous owner put the resistor on the bottom side of the board ,,,,,y i dont know , what if the resister was backwards , or would that matter what way they go. ? also sense it looks like that there was a burnt spot under it , i m going to check the other parts around that . i'm thinking it shorted something right in that area,,,just a hunch.

Perhaps the old resistor burnt out, and it was replaced with a higher wattage one, which was mounted on the back of the board? No, resistors can be put in either direction, they don't have a polarity.

the resister had a chip in it and the under side of the board where it was has a burnt spot . all the pictures that i have seen of this board has the resiston on the top side of the board. i tested it with (ohms) on meter and didnt get a reading or a beep. i think it was like 1.50 ohm resister , i will have to check again.

Yeah, if that's for Va, it could easily cause low Va.

It's quite possibly the fault at hand -- try replacing it.
