CN6 goes to main board? If that's the case you won't get a power LED, but the backlight should still turn on.

But now powering it up with the resistor is the screen lit up or not?

OK, can you make sure in a dark room that the screen doesn't flicker at all?

We are just using the 5vstb to simulate the BL_ON signal, all other connectors should be connected with the exception of the CN6 which is where the BL_ON from main board is from.
So you are not getting green light on the front panel, everything else should be normal.
Check the voltage at the BL_ON PIN where the resistor is.

OK, so the inverter is definitely not working then. Even if a bulb were faulty you should at least see a quick flicker or 2~3 seconds working.

Can you check this resistor R322, it should appear less than 3 ohms on a DMM. (I think it is a fusible resistor.) If it is open, the transistors around that area could be shorted.

That means must be using output signal from one of the pin on CN6, what you can do is to put CN6 back in, but cut the BL_ON WIRE, leave the wire long enough so you can splice it back together. I will look at the diagram to see what is going on.
OK, it also uses pin 1 of CN6 for supplying the 5VSTBY to board beside 5vstby on CN2.

Just don't cut it right close to the pin or you won't be able to reconnect it easily.

I agree with selldoor that looks like solder to me and not dust, it appears that someone may have been soldering something and some of the hot solder dripped there, I recommend examining the bottom of this board very close and with the power off and TV Unpugged, brush off anything that looks like that.

He is saying plug connector CN6 back in and to just cut the one BL_ON wire into that's on CN6, leave it at least 3 inches long at the end going to that connector (CN6) so you will be able to splice it back together later, Leave the resistor where it is and turn on the TV and see if you now have backlights.
