it is blurry with line when i turn it on but after 15 minutes it look perfect. I change the t-con board but it still do it. HELP PLS

I had a Gateway with a similar problem and even though none of the caps looked bad, after doing a full recap the problem went away completely. They were crappy Xunda capsComment

This laptop has dots that show up once on the windows login screen. The bios menu and windows loading phase doesn't have them.
What I have tried:
change screens but it's not a screen issue as they show on internal and external display.
Changed SSD and Windows
Wrote a new bios
Inspected if there is anything unusual on the board, none

PIN6=ISEN4 0
PIN7=GND
PIN8=ID0 0
PIN9=ID1 3.2
PIN10=ID2 0
PIN11=ID3 3.2
PIN12=SIZE0 3.2
PIN13=SIZE1 3.1
PIN14=GND
If someone could guide me on what else I can measure or verify, I would appreciate it.
I couldn't find a schematic or boardview of this card, if someone had... -
The first photo is of my sample device which lacks the two components that I wish to identify.
The second (very blurry) photo is of the same model device submitted to the FCC, which does contain the two components I wish to identify.
The board for the device is configured for a USB 2.0 A port, but the port is not installed at the factory. But it does work if installed.
However, the power pin does not supply voltage because the two components in question are not installed in produced units.
One of the two components (6C6) is obviously a capacitor.... -
Hi
This TV has no picture, or nothing that resembles a real picture, just some slowly changing blurry forms and pixels. It ends up having a jumping white square in the middle, presumably the "no source connected" message, I guess.
Front LED turns on normal. Vsus is 209.8V. +15Vc is ok also.
Power semiconductors on all boards tested, ok. SS and SC board LEDs are lit. (Tnpa5400 and Tnpa5399)
I should mention the TV was extremely dusty when I got it.
What else could I test?
