    Toshiba 37HL67

Seems like my Toshiba 37HL67 has experienced common Toshiba problem of blinking LED and no power on.
Where is the best (cheapest) place to get the repair manual for this or similar TV?
I have ordered a small (32mb) SD memory card in attempt to reload software as was suggested on internet. It's amazing how fast this stuff goes obsolete, I had no problem finding a 32GB card.
All power looks good (going off labeling on board I have no schematic) so for instance 24INV measures 23.96.
There is a yellow and green LED on Seine board. These are side by side at lower right. When TV does not turn on the yellow is on. when TV does turn on green is lit.
I am fixated on a very small SMD electrolytic cap on seine board. I am not sure that's my problem but I am going to look there first.
Any help on repair manual or schematic would be appreciated.

First worry about the software reload. That will probably fix your problem on this model. You don't want to be messing around with circuitry if it's not necessary.

That sounds easy, and have not tried it yet, but there appears to be a catch-22 here in that the TV must be on to load software. I'm not sure what happens if TV does not come on at the time I am trying to load software.
Sometimes TV comes right on. Sometimes I have to unplug several times for TV to start.

Actually, this model does not need to be turned on for the software update. You insert the prepared memory card, then plug the set in. It will update even if it wasn't able to be turned on. FYI, this is a repair for the 3 blink error code. When you try to turn the set on, it just blinks 3 times, repeating.

Question about firmware update, The recommended file is compressed 2007SEN069. When you open there is what looks like 3 different files.
          USTV07S3.prg
          USTV07C3.prg
          USTV07S2.prg
Also there is a folder associated with each .prg with 2 files in
          bootimg
          flashimg
Does anyone know which one is used (S3,C3,S2)? Also the instructions on Toshiba web page say no folders but when you extract file the bootimg and flashimg are in a folder.

Put all 3 of those files, and all 3 associated folders in the root directory of your SD card. I do not know or care which files are used, I assume it may take all of them. I just know it works.

Put all files on card formatted to FAT 32 (windows XP) and installed. TV started following installation. There were no menu prompts while installed - blank screen. This isn't what is implied in Toshiba installation instruction. But:
                Original installed:
                HL07
                3.2.35.0
                Feb 22 2007 11.59.31
                FW:13
                New installed
                HL07
                3.2.69.0
                OCT 17 2007 14.25.37
                FW:13
TV turned on 10 times in a row. Will check it for a few days and will update. I hope this helps anyone with this blinking LED - no power problem. Thanks for the help.

Glad to hear you fixed it and posted back the fix.
Nice that you can fix dead firmware from SD. Most require re-flashing jig...

I have just picked up a 42"(42HL167) version and it acts differently.
It works for a while and then the whole screen is like flooded with a black fluid.
That is how it looks like. Sound is working OK.
Do you guys think that this is a software issue, or something else?
                    Maybe capacitors?
I haven't had time to open it up yet. It was to late last night went I came home with it.

I would suspect t-con, or t-con power or panel.
                        If picture freezes, t-con/t-con power.
                        If picture continues, panel.

                          Any thoughts?

I know this thread is really old. Hopefully someone will stumble upon it and be able to help. (Warning: I am in no way a techie!)....

After suffering with this Toshiba yellow blinking lights syndrome for several years I became emboldened enough to try the software update. It did nothing. Don't know if I did something wrong (wrong sized SD card, wrong format, did or did not extract to the correct "directory," etc.)

                              - I used a SanDisk Ultra SDXC UHS-I 64GB card.
                              - I did not know if I should format the card or not. The two options for formatting (Win 10 PC) are 1) exFAT (Default) and 2) NTFS. A large number of "allocation unit size" options are available from which to choose.
                              - I attempted this firmware update several times. I reformatted the SD card several times in various formats. I downloaded file 2007SEN069.zip to my hard drive then unzipped the files (3 folders and 3 files - as mentioned in another post) to the SD card.
                              - I inserted the SD card with the TV power off. I inserted the SD card with the TV power on. (Two rather glaring differences (?) between Toshiba's directions and those found elsewhere online.)

Each time I tried something different the TV acted as if there was no SD card installed. Help/suggestions appreciated. TIA

Most/all TVs want a FAT32 file system, try that first.

with windows 10 and a usb of less than 32Gb I believe the fat32 format is available, If the drive is larger, it is not.
The work around is to use the command prompt BE CAREFULL You need to know the drive letter of the usb stick, then at the command prompt type: format /FS:FAT32 H: where H is the usb drive letter
