the capacitor is 0.1 uf 340v can I replace it with 0.1 uf 250v metalized film capacitor? I'm pretty sure the meter does read 1 but I'll double check when I get home.
You can run the TV briefly without it. It will emit a lot of radio-interference so could be a hazard to CB operators but otherwise shouldn't be an issue. If you can ensure TV will always be in US or Canada (115V only), a class-X 250V cap should be fine. (An ordinary cap could be a fire hazard.) You can't use a 250V cap in 230V areas -- minimum is 315 or 330V for some reason...

I would just run it for testing purposes until I ordered the correct capacitor. I tested the new resistor 270 olm retest the old one and it is apparently bad. yes i am getting 1 on meter.
so I would need to download the service manual to find the correct specifications on the resistor? in order to replace it with a correct one.
R1609 is 0 no reading at all on meter. tested other resistors of same type tested good. pulled C1602 dead 0 on meter. wanted to make sure i was testing the cap correct. tested on new cap. new cap test ok! so bad cap and resistor?
I am unsure of how you tested these components. It all sound so confusing when you explain what you did to find both a 3 Meg ohm resistor and a capacitor to both be bad. Both should read high resistance (ohms). There is no way that I could agree that these both would be shorted which means no resistance (zero ohms).
What happened to the 3rd component I wanted you to check?
Help me to help you. When checking resistance (horseshoe) - If you put your meter leads together, what does the meter read? With the leads apart what does it read?

the probes apart it reads 1. I've been calling that 0 and I probably shouldn't have. probes together reads 0. setting the meter to 2 K on a brand new resistor reads 269. reversing the probes I get the same reading. when I try this on the resistor I pulled from the board I'm getting a 1. testing the capacitor the same way I'm getting a 1 in fact no matter what setting I use I get 1. testing a new 2200uf 35v with a meter set to 2m I get .740 and -.295
the only time I could get a reading with the Transformers was to set the meter to 200 and the reading was .002
Ok, the reading that you got from the resistor and the capacitor are correct readings for those. Resistor's ohm values will vary from resistor to resistor, in this case, this resistor should have read high and it did read high. The other resistor that you measured that read 269 most likely is a 270 ohm and reads fine as well (red violet brown are its colors probably).
Anyways... The other component I spoke of earlier was SA1601. you can check this one as well.

just pulled SA1601 it's bad then i pulled C6106, C1605 there bad then I checked the other side of transformer and more were bad..pulled 12 in total of this type all bad. Had to recheck my meter with good cap I was thinking it was messing up.. but it's good.
checked other resistors bad. must have been a massive surge on this board? time to buy another board
It's EXTREMELY rare for those caps to fail short circuit. They are safety rated and are not supposed to create a hazardous condition such as that.
Even if one failed, it would be much more rare for all of them to fail.
Sorry, I think you are testing them wrong.
Let's just check this:
- Meter on 200 ohms (horseshoe)
- Touch probes together, tell us the reading
- Disconnect probes, tell us reading
- Touch probes on capacitor, tell us reading

testing the capacitor I get 1 I tested it on every setting
tested the new 0.1 uf 250v at 20m seems to level out at 1.00 though that reading fluctuates
A "1 . " reading does not mean 1.0, 1.00 or anything like that -- it indicates overrange (>200.) It may be confusing, I have no idea why it is like this...

hopefully if Santa is good to me I will get one :-). thanks everyone for your help! I will just keep an eye out for another power board. I'm ready to move on to the next TV
installed the new power board! now the TV powers up then in a few seconds I see " phillips " flash on the screen for less then a second then go out. its a bright flash. then nothing black light is out. I can see the the menu & controls work. but no back light. all fuses test good. any suggestions
It went from blowing fuses to this? You might have gotten a bad board. Just think if you put that money into getting a better meter, you could have probably fixed your old board by now. Send the new one back. It's giving you new symptoms that the old one didn't give you unless it always had two problems.

Is the TV Shutting off right after you turn it on? You say you can see Menus and Controls work but no backlight, without a backlight you would not be able to see the Menu and Controls on the screen, you may have the input set for AV or a setting that is causing a dark screen, especially if the brightness and contrast are set low. if you can see the controls/settings try turning up the contrast and brightness and set input for whatever you are using.. set to TV for Cable TV or set to the correct AV or HDMI depending on what you have hooked up to get a picture and sound.
