Hp plasma "snow" when displaying black

I picked up this plasma that works fine, except when displaying black, the black is "snowy", like there's a lot of random electrical noise. When displaying other colors, no noise at all.

I tried to take a picture but the problem isn't visible in a photo.

Any suggestions? I'm inclined to believe this is a panel going bad. Other then randomly swapping out boards, is there any way to troubleshoot this?

You could try ajusting the voltage and setup/setdn that might clear it up

Where is that? On the power supply? I havent opened the TV yet.. .. ..

power supply to ajust voltage. the other is on the sustain board. it looks like a screw for phillips screw driver..

I spent about an hour playing with the voltages on the power supply and y sustain. I was able to get the problem down to a more tolerable level, but not eliminate it completely.

I realize now this is what others are calling the "sparkly " problem. The pixels are firing red green and blue randomly.
